Is open access still open: the case of article processing charge

Abstract
Open access is one of the most important initiatives in scientific publishing because it enables access to scientific information resources with little or no barriers. This was initial conception of open access which has later been altered by major scientific publishers when they introduced a fee called article processing charge which covers preparation, publishing and archiving of scientific content. Over time, this fee has become a substantial barrier for individual scientists and their institutions for publishing the results of their research. While this fee represents a growing source of revenue for publishers, it also represents a growing problem for authors.
